Kusan wata guda bayan da Babbar Kotun Tarayya da ke Legas ta dakatar da aiwatar da dokokin hana ba da rancen katin kira da data na shekarar 2025, kamfanonin sadarwa irin su MTN da Airtel har yanzu ba su dawo da ayyukan bayar da bashin kira da data ba, lamarin da ya jefa miliyoyin kwastamomi cikin mawuyacin hali.

Rahotanni sun nuna cewa lamarin ya samo asali ne bayan Hukumar Kare Gasa da Haƙƙin Masu Amfani da Kaya ta Tarayya (FCCPC) ta sanar da fara aiwatar da dokokin digital (DEON), matakin da ya haifar da ce-ce-ku-ce a masana’antar sadarwa.

An bayyana cewa ƙungiyar masu samar da ayyukan sadarwa ta Wireless Application Service Providers Association of Nigeria (WASPAN) ta garzaya kotu domin ƙalubalantar dokokin.

A ranar 15 ga watan Afrilu, Mai Shari’a Ambrose Lewis-Allagoa na Babbar Kotun Tarayya da ke Legas ya bayar da umarnin wucin gadi guda huɗu da suka hana FCCPC, jami’anta da wakilanta ci gaba da aiwatar da dokokin har sai an kammala sauraron ƙarar.

Kotun ta kuma hana hukumar katsalandan cikin ayyukan mambobin WASPAN ko ƙaƙaba musu tara da hukunci bisa zargin rashin bin ƙa’idojin dokokin.

Sai dai duk da wannan umarni na kotu, kamfanonin sadarwa sun ci gaba da dakatar da ayyukan bayar da bashin kira da data da miliyoyin mutane ke dogaro da su a kullum.

Wani babban jami’in MTN da ya nemi a sakaya sunansa ya ce duk da umarnin kotun, har yanzu ana jiran hukuncin ƙarshe kan shari’ar.

“Umarnin wucin gadi ba shi ne hukuncin ƙarshe ba. Saboda haka muna jiran kotu ta yanke hukunci gaba ɗaya,” inji jami’in.

A gefe guda kuma, Hukumar Sadarwa ta Nijeriya (NCC), wadda ita ce babbar mai kula da harkokin sadarwa a ƙasar, ta yi shiru kan rikicin, lamarin da masu ruwa da tsaki suka bayyana a matsayin abin mamaki.

Masu sharhi a harkar sadarwa sun bayyana damuwa kan yadda rikicin ke ci gaba da janyo tsaiko a kasuwa, inda suka buƙaci FCCPC da NCC su haɗa kai domin warware matsalar cikin gaggawa.

Wani dillalin kayan waya mai suna Auwalu Mai Pos ya ce rashin magana daga NCC ya jefa masu amfani da masu zuba jari cikin fargaba.

“Shirun da NCC ta yi kan wannan rikici ya sa mutane da masu zuba jari suka shiga damuwa sosai,” inji shi.

Tun farko dai ƙungiyar Kamfanonin Sadarwa Masu Lasisi ta Nijeriya (ALTON), ta bakin shugabanta Injiniya Gbenga Adebayo, ta yi gargaɗin cewa dokokin na iya haddasa rikici tsakanin hukumomin gwamnati.

ƙungiyar ta bayyana cewa ɗaukar ayyukan sadarwa kamar tsarin bayar da rance na kuɗi zai iya jefa harkar cikin ruɗani da tangarɗa.

Sai dai FCCPC ta kare matakinta da cewa ta samu sama da ƙorafe-ƙorafe 11,000 daga jama’a kan wasu manhajojin ba da rance da ake zargi da cin zarafin masu amfani da kuma tona musu asiri.

Kamfanonin sadarwa kuwa sun jaddada cewa ayyukan kamar ɗtraTime na MTN da bashin data na Airtel ba irin tsarin rancen kuɗi ba ne, domin ba sa haɗawa da ruwa ko masu bin bashi.

Masana harkar sadarwa sun ce ɗaukar irin waɗannan ayyuka a matsayin manhajojin ba da rance masu cutarwa ya kawo cikas ga tsarin da miliyoyin ’yan Nijeriya ke amfani da shi musamman a lokutan gaggawa.

Sun kuma yi kira ga Ministan Sadarwa, ƙirƙire-ƙirƙire da Tattalin Arzikin Dijital, Bosun Tijani; Gwamnan Babban Bankin Nijeriya (CBN), Olayemi Cardoso; da Mai Bai Wa Shugaban ƙasa Shawara Kan Fasaha da Tattalin Arzikin Dijital, Idris Alubankudi, da su shiga tsakani domin kawo ƙarshen rikicin.

A cewar masu ruwa da tsaki, ci gaba da dakatar da ayyukan na tafiya ne akasin manufofin gwamnati na bunƙasa harkokin dijital da sauƙaƙa kasuwanci.
