Kamar yadda yake a dokar ƙasa, dukkan wani jami’in tsaro aikinsa shi ne kare rayuka da dukiyar al’ummar ƙasa. Don haka ne ma kowanne ma’aikacin Ɗansanda sai ya yi rantsuwa da littafin addininsa a yayin kama aikinsa na bada tsaro, cewar ya rantse da kundin tsarin mulkin ƙasarsa zai yi aiki a bisa doka da oda, wajen ƙare rayuka da dukiyar al’umma.

Babu wata al’umma da za ta rayu cikin aminci face sai da hukuma a cikinta, kasancewar hukuma a cikin al’umma kuma shi ne ginshiƙin tafiyar da rayuwa cikin tsari, ta hanyar bin doka da oda. ‘Yansanda wata hukuma ce ta musamman da take da alhakin tsare rayuka da dukiyar jama’a a cikin kowacce qasa da aka samar da ita. ‘Yansanda su ne waxanda suke tare da al’umma a lungu da saƙo na cikin gari da wajen gari, ba don komai ba sai don ganin zamantakewar al’umma ta tafi cikin tsari da kuma inganta walwala a tsakanin jama’a.

Hukumar ‘Yansanda ita ce take hana aikata laifi, ta hanyar yin sintiri a lungu da saƙo na cikin gari, birni ko ƙauye. Haka nan kuma, wani abin haushi da takaici, sau da dama masu aikata miyagun laifuka a ƙasar nan su kan zamo abokan jami’in ‘Yansanda, wanda hakan shi ne babban abu mafi muni da yake kawo cikas wajen yaƙi da miyagun laifuka da hukuma ke yi. Domin masu salon magana sun ce; “Abokin ɓarawo, ɓarawo ne.”

Babu ko shakka idan jami’an ‘Yansanda suka tsaya tsayin daka, tare da yin aiki da gaskiya cikin kishin ƙasa, to za a magance matsalar tsaro a cikin ƙasar nan, ba ma sai ta kai ga an fito da Sojoji daga cikin bariki ba. Akwai dokokin aikin hukumar tsaro ta ‘Yansanda, waɗanda sam! Dokokin ba a martaba su, akan yi watsi da su a rufe ido a ci zarafin ‘yan ƙasa. Misali; dokar ɗansanda ta zuwa wajen kama mai laifi ba ta zamo da tursasawa, duka ko hantara ba. Musamman ga wanda aka je aka yi ƙararsa da ake so ya zo ofishin ‘Yansanda domin a ji ta bakinsa. Haka nan idan an kama mai laifi, ba za a tsare shi ya wuce awa ashirin da huɗu a kulle ba, sannan idan ana buƙatar ya amsa tambayoyi don gane gaskiyar lamari, ba a ce a yi ta gana masa azaba ba, domin a sanadiyyar gana masa azaba zai iya amsa laifin da ake tuhumarsa ko da ba shi ya aikata a gaske ba, kuma ma zai iya rasa ransa. Wannan shi ake kira “A Garin neman ƙiba, an nemo rama.”

Hukumar ‘Yansanda tana da huro na yadda ake binciken mai laifi, to amma wasu lokutan ana wuce gona da iri. Sannan batun bayar da beli kyauta ne, kamar yadda a kowanne ofishin ‘Yansanda ake rubutawa. To amma zai yi wahala ka ga an bayar da belin mutum kyauta ba tare da biyan wani kuɗi a mafi yawancin ofisoshin ‘Yansanda. Don haka yana da kyau a yi gyara a wannan ɓangaren, domin kiyaye haƙƙin ‘yan ƙasa da kuma martabasu da ƙasa baki ɗaya.

Karɓar kuɗi a hannun direbobin kan hanyoyi

Kowanne jami’in tsaro yana da albashi da kuɗin abinci a kullum da Gwamnati take ba shi, duk da cewa wasu jami’an tsaron kan yi ƙorafi a kan kuɗin abincin nasu yana maƙalewa a wasu lokutan ba a ba su. To amma wannan ba hujja ba ce da za ta sa jami’in tsaro ya karvi na goro a wajen farar hula. Amma idan ya kasance ko da an ba shi ba ya karva, to dole a ji tsoron ɗauko kayan laifi a ce za a wuce da su ta gabansa.

Hakazalika, idan kuma yana karɓar kuɗi, to za a riƙa ɗauko kayan laifi a zo a miƙa masa kuɗi a wuce ba tare da ɓata lokaci ba. Domin za ta yiwu ma sai da aka bincike motar ba a samu kayan laifi ba, amma saboda takura sai an karɓi kuɗi. Idan Direba bai bayar da kuɗi ba za a wulaƙanta shi, ko kuma ma a harɓe shi a kan abinda bai taka kara ya karya ba.

Tsakanin ‘Yansanda da al’umma

Ya kamata a samu kyakkyawar fahimta a tsakanin jami’an ‘Yansanda da al’ummar ƙasa, musamman talakawa. Domin hakan shi zai kawo kyakkyawar zamantakewa a tsakanin jami’in Ɗansanda da kowanne mutum. Kyakkyawar alaƙa ta fuskar mu’amilar yau da kullum, ta yadda jama’ar gari za su riƙa kallon jami’in Ɗansanda a matsayin mai basu kariya ba tsoro ba. Domin da yawan mutane su kan kalli jami’in Ɗansanda ne a matsayin Kura maimakon Mage mai jiran a ba ta taci ba Kura mai ƙwata da ƙarfi ba.

Duk lokacin da jami’in ɗansanda zai wuce, za ka ga mutane suna yi masa wani kallo mai ƙunshe da ma’anoni daban-daban. Misali; idan mutane suna cikin raha da walwala, kwatsam! Sai jami’an ‘Yansanda suka doso wajensu, sai ka ga kowa ya fara kau da dariya da raharsa, ko da kuwa babu wanda yake zaton ya aikata laifi.

Akwai halaye da dama da wasu jami’an ‘Yansanda suke nunawa a cikin al’umma, waɗanda suke sakawa ana gudun tunkarar jami’an ‘Yansanda wajen kai musu rahoton wani al’amari maras daɗi da ke faruwa a cikin unguwanni, ko wasu mabambantan wurare. Sau da dama za ka ji wasu kan faɗi cewa; suna tsoron su je su kai rahoto a haɗa da su, ko kuma a qi ɗaukar matakin da ya dace a kan ƙorafin da al’umma suka shigar dangane da wurin da ake aikata laifi, ko kuma su masu aikata laifin.

Idan kuma ya kasance an kama waɗanda suke aikata laifin, to kwana kaɗan za ka gansu a cikin gari suna yawo, wato an sake su suna walwala, ba tare da ɗaukar mataki a kansu ba dangane da mummunan laifin da suke aikatawa a gari ba (musamman ‘ya’yan Attajirai). Rashin hukunci ne wanda ya dace da mai aikata laifi, ko ko dai an karɓi cin hanci ne an kashe magana saboda kwaɗayi?

Tasirin karɓar cin hanci da rashawa

Karɓar cin hanji da ɗaure wa rashawa gindin zama da wasu jami’an ‘Yansanda suke yi, babban al’amari ne wanda ya taka muhimmiyar rawa wajen lalacewar tsaro, da rashin bin doka da oda, da aikata miyagun ayyuka da gangan a cikin ƙasa. Domin matuƙar jami’an ‘Yansanda za su tsaya su yi aikinsu yadda ya dace, ba tare da sun karɓi cin hanci daga kowa ba, duk matsayin mutum da dukiyarsa. Duk wanda ya aikata laifi a hukunta shi ko waye, ko ɗan waye a ƙasar nan, to tabbas da doka da oda sun wanzu cikin aminci babu mai yin abinda ya ga dama.

To amma saboda karvar cin hanci da yawancin jami’an ‘Yansanda suke yi a ƙasar nan, shi ya ɗaure wa masu aikata miyagun laifuka gindin aikata laifin, saboda suna ganin cewa magana ce ta kuɗi, da zarar suka aikata duk abinda suka aikata, to kuɗi za su fidda su ba tare da sun wahala, ko vata lokaci ba. To a nan ma jami’an ‘Yansanda sun taka rawar gani wajen lalacewar al’umma, ta fuskar ƙaruwar aikata miyagun laifuka.

Abinda ke ƙara jawo yawaitar aikata miyagun laifuffuka a ƙasa

Maganar gaskiya ba a ɓari a kwashe shi duka, ma’ana ba duka aka taru aka zama ɗaya ba, duk yadda aka kai ga lalacewa a cikin al’umma, to dole ne a samu wasu mutanen kirki waɗanda suke yin gaskiya a cikin al’amurransu.

Sau da dama akan samu jami’an tsaron na ‘Yansanda da wasu hukumomin tsaron ƙasa, waɗanda suke yin aikinsu tsakani da Allah don kishin ƙasa, to amma amma sai na sama da su su yi uwa-da-makarviya wajen shigar musu hanci da ƙudundune, suna sare musu gwiwa wajen daƙile ayyukan ɓata-gari. A kan samu jami’in ɗansandan da zai kama mai laifi ya yi ta ƙoƙarin ganin an hukunta shi dai-dai da laifin da ya yi, to amma sai wani babba da ke sama da shi ya sa a karɓe (kes) ɗin daga hannunsa a bai wa wani, ba don a yi hukuncin da ya dace ga mai laifin ba, sai don a lalata maganar, daga ƙarshe kuma a saki mai laifin ya ci gaba da yawonsa cikin izza da ji-ji-da-kai gami da taqamar kuɗi ko matsayi sun ƙwace shi. Ta yaya za a samu tsaro, ko magance aikata miyagun laifuka a haka?

Kirana a nan shi ne, duk wani al’amari da ya shafi hukumar ‘Yansanda da zai magance matsalar aikata miyagun laifuffuka, to wajibi ne a kiyaye shi a cikin al’umma da ƙasa bakiɗaya. Duk wanda ya aikata laifi, to wajibi ne a hukunta shi a ko’ina, a kuma kowanne irin hali. Matuƙar an sami mutum da duk laifin da ake tuhumarsa da shi. Hakan shi zai dawo da martabar jami’an ‘Yansanda a ƙasarmu, ya saka nutsuwa a zukatan al’ummar ƙasa. Domin duk wanda aka zalinta ya fuskanci hukumar ‘Yansanda da ƙorafi, kuma suka shige gaba aka ƙwato wa mutum haƙƙinsa aka danƙa masa, babu cuta ba cutarwa, to hakan shi ne daidai. Kuma mutum zai ji cewa hukumar ‘Yansanda ta taimake shi, don haka zai yi mata kallon hukuma mai kare haƙƙin ɗan ƙasa.

Amma idan aka zalunci mutum, kuma ya kai ƙara wajen jami’an ‘Yansanda, aka zo aka tabbatar da cewa an zalunce shi, amma sai ya kasance bai samu kyakkyawan sakamako a kan haƙƙinsa ba, saɓanin haka ma shi ya yi asarar biyan wasu kuɗaɗe. To ta yaya zai kalli hukumar ‘Yansanda a matsayin hukuma mai adalci? Sai dai akasin hakan.

Don haka, ina jaddada kirana ga Sufeto Janar na ‘Yansandan Nijeriya, Maigirma Usman Alƙali Baba, da ya duba halin da al’ummar ƙasa ke ciki, sannan ya binciki zamantakewar jami’an ‘Yansanda da al’ummar ƙasa, tare da sauran bincike a kan al’amurra da dama da ke faruwa a cikin hukumarsa ta ‘Yansanda, domin gyara mu’amilar jami’an ‘Yansanda da mutane. Yin hakan shi zai dawo da martaba da mutuncin jami’an ‘Yansanda, ta yadda za a girmama su, a kuma ji tsoron aikata laifuka a ƙasa. Amma matuƙar jami’an ‘Yansanda suka ci gaba da yin aiki na wuce makaɗi da rawa, ta hanyar halasta kuɗin haram (cin hanci), to tabbas akwai ƙalubale a game da shirin samar da tsaro a cikin ƙasar nan.
