Nasarorin haɗin gwiwar Sin da ƙasashen Afirka a shekaru goman baya

Hulɗa dai tsakanin ƙasar Sin da ƙasashen Afirka ta fara ne da daɗewa tun a lokacin da ƙasar Sin tana hada hadar cinikayya da ƙasashen ƙetare a kan daɗaɗɗiyar “hanyar siliki’’ da kuma lokacin gwagwarmayar neman ’yanci da Afirka ta yi fama da shi daga hannun ’yan mulkin mallaka daga farkon 1950 wanda ƙasar Sin ta yi rawar gani domin ganin ƙasashen Afirka sun samu ’yancin kai.

A sakamakon samun ’yancin da ci gaba da kulla hulɗar diplomasiyya ne ƙasashen na Sin da Afirka suka samu damar ƙulla zumunta wadda ta kai ga irin haɗin gwiwar da ake da shi a yau, inda har sassan biyu suka kafa dandalin haɗin gwiwar Sin da Afirka wato FOCAC a shekarar 2000, wanda cikin shekaru sama da 20 da suka wuce, ya haifar da gaggaruman nasarori masu tarin yawa ga haɗin gwiwar sassan biyu, tare da amfanawa al’ummunsu.

A ci gaba da wannan dangantaka ne ƙasashen Afirka da dama suka shiga shawarar da shugaban ƙasar Sin Xi Jinping ya ƙirƙiro a shekarar 2013, wadda aka fi sani da BRI wato “ziri ɗaya da hanya daya’’. Wannan shawara ta BRI ta samu karɓuwa a yayin da ƙasashen Afirka sama da 50 suka rattaba hannu domin haɗin gwiwar aiwatar da ita, shawarar tana ƙunshe da alfanu da tasiri da kuma tabbacin ci gaba na ƙasashe mambobi.

A ƙarƙashin shirin BRI wato “ziri daya da hanya ɗaya”, a yanzu haka nasarorinsa sun bayyana kuma sun zama zahiri a idanun kowa.

Maƙasudin wannan haɗin gwiwar ta hanyar samar da tallafi ma ƙasashe masu tasowa dake da gibin kuɗaɗen gina ababen more rayuwa kamar hanyar jirgin ƙasa wato layin dogo da filayen jiragen sama da hanyoyin mota da tashoshin jiragen ruwa da dam-dam don samun wutar lantarki da ruwan sha da dai sauransu.

A sani na ne, kuma ni ganau ne ga nasarorin da irin hadin gwiwar Sin da Afirka suka cimma, har ma a ce a ƙasata Najeriya a shekaru goman da suka wuce.

A Najeriya dai haɗin gwiwar ya haifar da gagaruman ci gaba ta fannoni da dama a ƙasar, kamar layin dogo daga Abuja zuwa Kaduna da layin dogo na Lagos zuwa Ibadan da layin dogo mai zirga-zirga a cikin garin Abuja zuwa filin jirgin sama.

Haka zalika a ƙarƙashin wannan haɗin gwiwar an samu kammala ƙayatar da filayen jiragen sama na zamani a manyan biranen Abuja da Lagos da Fatakwal da Kano.

Akwai hanyoyin mota kamar hanyar Abuja zuwa Lafiya da kuma Kano zuwa Katsina waɗanda yanzu haka aikinsu ya yi nisa.

Ba da jimawa da ƙaddamar da layin dogo na Abuja zuwa Kaduna ne na shiga wannan jirgin ƙasa zuwa Kaduna, lallai akwai ƙayatarwa domin wannan layin dogo shi ne na farko da ya haɗa Abuja da Kaduna.

Tafiyar dai ta bambamta da amfani da mota domin kuma akwai sauki. Hakazalika, akwai layin dogo mai zirga zirga a cikin Abuja wanda shi ma na dana shi zuwa filin jigin sama na Abuja.

Wannan layin dogon cikin gari akasari yana sufurin fasinjoji ne daga cikin garin Abuja zuwa tashar filin jirgin sama ta Abuja domin sauƙaƙa wa matafiya.

Haka kuma ita ma sabuwar tashar jiragen sama da aka gina ƙarƙashin wannan hadin gwiwar na yi amfani da ita kuma tsarinta, da girmanta ya gamsu domin kuwa komai na zamani ne a cikinta kuma za ta ja da duk wata tashar jiragen sama a duniya.

Ƙasashe dai fiye da 35 a yanzu haka suke cin amfanin irin wannan haɗin gwiwar kuma kwalliya na biyan kuɗin sabulu a duk inda aka fara gina wani abu, ko dasa wani abu a tsawon shekaru goma da suka wuce.

A ƙasar Habasha ma an samu babbar nasara a yayin da aka kammala layin dogo daga Addis Ababa zuwa tashar jirgin ruwa to Djibouti a farkon shekarar 2018.

A ƙasar Kenya ma an yi nasarar kammala layin dogo daga babban birnin Nairobi zuwa tashar jirgin ruwa to Mombasa a shekarar 2017.

A Ghana ma an iyar gina Bui dam a shekarar 2013 wanda shi ne gagarumin aikin da haɗin gwiwar Sin da ƙasar ta Ghana ta samu domin jin dadin jama’ar ƙasar.

Fahimta ta a kan wadannan nasarori a karkashin hadin gwiwar Sin da ƙasashen Afirka ta nuna cewa kawance da dankon zumunci wadanda yana ƙamari tsakanin Sin da ƙasashen na Afirka kuma ƙasar Sin ta nuna cewa kasa ce da za’a iya dogaro da ita a kowane lokaci kuma cikin kowane irin halin da kawayenta na Afirka suka samu kansu a ciki, kuma ba da wasu sharuddan ƙasƙantarwa ba ko tsoma baki a harkokin siyasa da na cikin gidan kowace kasa ba.
